Android with a USB cable
- Connect the phone and unlock it.
- Tap the USB notification → File transfer.
- On the PC, open the phone in File Explorer → Download folder, and drag the clips out.
iPhone with a USB cable on Windows
- Connect and tap Trust on the iPhone.
- Open the Windows Photos app → Import.
- Pick the clips. Tip: in iPhone Settings → Photos → Transfer to Mac or PC, choose Keep Originals to avoid conversions.

The phone is probably in "Charging only" mode. Pull down the notification and choose File transfer, and try a data-capable cable.
Does transferring reduce quality?
Copying a file never changes it. Chat apps do, which is why cables and AirDrop are better.
Where are the files on iPhone for transfer?
Videos in Photos import via the methods above; videos still in the Files app can be copied with Finder (Mac) or iTunes/Apple Devices file sharing.
