A blurry download is usually not the download's fault. It is the quality the creator uploaded, the standard version instead of HD, or chat-app compression after you shared it. Each has a different fix.
1. Choose HD when it is offered

2. Check the source
If the clip looks soft in the TikTok app too, the creator uploaded it that way — maybe a re-upload of a re-upload. No tool can add detail that is not there. Find the original creator's post if you can.
